Preschool Special Education Programs

In Ohio, preschool special education is for three through five year old children with disabilities.  The Region 12 SST supports educational staff with technical assistance, professional learning, coaching, peer networks and preschool director meetings.

Ohio Operating Standards for the Education of Children with Disabilities

The Ohio Operating Standards for the Education of Children with Disabilities identify the state requirements and federal Part B Individuals with Disabilities Education Improvement Act (IDEA) requirements that apply to the implementation of special education and related services to students with disabilities by school districts, county boards of developmental disabilities and other educational agencies.

Child Outcomes Summary Process

Ohio’s Child Outcomes Summary Form, revised on 9/1/2015, must be used to document the Child Outcomes Summary process for all preschool children with IEPs in Ohio beginning February 1, 2016. This form permits the team to organize evidence by the level of functioning (age-appropriate, immediate foundational skills, foundational) noting the sources within the level, as well as identifying any concerns the team may have. 
 
Ohio's Child Outcomes Summary Policy states that the preschool special education supervisor must ensure staff have been trained in the use of the form, evaluating the quality of the data, and interpreting assessment results in relationship to the summary rating.  Please check the SST Region 12 Professional Learning Opportunties for scheduled trainings.  These trainings are also Ohio Approved.
 
The Ohio Child Outcomes Quality Assurance Checklist  and Directions for Using the Checklist may be accessed by preschool supervisors to determine if the Child Outcomes Summary process is being completed according to the guidelines within the training and policy.  It evaluates timelines, information collected and who was involved in the meeting.

Advancing Inclusive Principal Leadership (AIPL): The Ohio Inclusive Instructional Leadership (IIL) programs are now enrolling participants for the 2024-25 academic year. The IIL programs are fully grant-funded, and they engage educators in working together to improve learning environments, opportunities, and outcomes for all students. Through these learning experiences, leaders build knowledge and skills in using inclusive instructional and organizational leadership practices in four key domains:
  1. Prioritizing the Improvement of Teaching and Learning
  2. Building Capacity through Support and Accountability
  3. Sustaining an Open and Collaborative Culture
  4. Promoting Systemwide Learning

Ohio Leadership for Inclusion, Implementation, and Instructional Improvement (OLi4): OLi4 is a two-year professional learning program for school principals, assistant principals, and other educational leaders that includes a combination of virtual and in-person participation in centralized and regional professional learning and individual leadership performance coaching. Participants progress through the program as part of a cohort, learning from national and state experts and from their peers as they apply inclusive instructional leadership strategies in facilitating the work of collaborative leadership teams and leading teacher learning and instructional improvement on behalf of all children. Learn more.
Central Office Inclusive Instructional Leadership: This professional learning series helps central office personnel and principal supervisors to learn and apply inclusive instructional leadership practices through a 10-month sequence of targeted, practical learning opportunities and coaching support. Learn more.
